Master plan for Rovaniemi, known as the Reindeer horn
Description: Right after the Finnish Continuation War ended in 1944, Aalto received a commission to draw up a new town plan for Lapland's virtually completely destroyed capital. Aalto worked on the plan until 1946. Since reconstruction had to be started immediately, he suggested the most flexible arrangement available: thoroughfares should be staked out first, then other problems could be tackled in order of urgency. Aalto suggested a system of primary through roads with a structure reminiscent of the branched antlers of a reindeer, which lent the plan its suggestive title. The next stage was to plan the triangular plots between the main streets. Although no old buildings were left, and thus a total restructuring of the street network would have been possible, the landowners opposed this. Aalto therefore retained the old plot subdivision of Oiva Kallio's 1936 town plan, but modified the building standards and laid out large common courtyards within the blocks. Only one of the triangular city districts got a completely new plan, with hexagonal plots for single-family homes and a densely branched street network. Aalto had the idea that the inhabitants would build with their own hands 'cells' for houses that could later grow on these plots, but this turned out to be unrealistic. Rovaniemi was instead built up hastily with completely ordinary residential and commercial blocks. For the junction of the antler-like street network Aalto designed a new administrative and cultural centre in the form of a terraced square flanked by the provincial governor's residence, buildings for the provincial and municipal administration, and various cultural buildings.
